I couldn't find the "Design refresh" and "replace design", so I franticly searched for these menu-items. I couldn't find them when right-clicking on the workspace icons either.
This is how it looks like on a fresh-install of Notes 8:

The solution is: There's a new menu-item called"Advanced menus":

If you select this menu, then all the "advanced menues" will appear in your menus again, such as "design refresh" and "replace":
